Advocate Shamsuddin Kasimbava enrolled with the Bar in 1995. He began his legal practice under the guidance of Advocate N. Muraleedharan Nair, where he built a strong foundation in litigation and statutory interpretation.

 

A methodical and deeply experienced counsel, Mr. Shamsuddin has served as Government Pleader from 2008 to 2011 and again from 2016 to 2017. He further served with distinction as Senior Government Pleader from 2018 to October 2025.

 

He is widely regarded as one of the foremost authorities on Indirect Taxation in Kerala. His practice spans the entire evolution of the State’s tax regime — from the inception of the Kerala General Sales Tax Act to the present GST era. He has handled extensive litigation under the KGST Act, CST Act, KVAT Act, GST Act, Building Tax Act, Motor Vehicles Taxation Act, Luxury Tax Act, and other allied fiscal statutes.

 

With numerous reported judgments to his credit, both in private practice and while representing the State, he is known for his meticulous preparation, analytical approach, and clear, persuasive advocacy before the Hon’ble High Court and various Tribunals.
