On-Call Transportation Planning and Traffic Engineering Services

Client
The City of Irvine

Summary
The Rafiq & Associates team provides ongoing support in reviewing traffic impact studies for residential, office, commercial, industrial, and entertainment development in the City of Irvine.

This includes:

  • project management,
  • preparing, analyzing, and reviewing technical and policy documents, site plans, and development proposals,
  • presenting to the City Council, Planning Commissions, and community meetings,
  • liaison with developers and their consultants, and
  • liaison with homeowner associations and public agency representatives to resolve technical and policy issues.

Summary
Provide traffic/transportation consultant support to the multi-disciplinary team responsible for the design and planning of the Orange County Great Park and the review of the Heritage Fields LLC development proposal within Planning Areas 30 and 51.

Project
Parking Study for the Anaheim Resort

Client
The City of Anaheim

Summary
Rafiq & Associates prepared a parking study for the Anaheim Resort, which is designated by the City of Anaheim General Plan for recreation and tourist and convention-related activities. Parking demand was evaluated for 16 sites within the 1,046 acre Anaheim Resort to determine whether these sites have a parking demand consistent with the City’s code, or whether an alternative parking code rate would be more appropriate due to the unique characteristics of the Resort.

Project
Develop a list of Transportation Improvement Projects for inclusion in the SCAG (Southern California Association of Governments) 2001 Regional Transportation Plan (RTP).

Client
Las Virgenes/Malibu Council of Governments (COG)

Summary
Rafiq & Associates worked with the COG’s member cities, Caltrans, and MTA to reach consensus on a list of transportation improvement projects for inclusion in the 2001 RTP prepared by the Southern California Association of Governments.

Rafiq & Associates:

  • guided the cities so they could reach a consensus,
  • helped prioritize each project, and
  • presented the sub region's nominated list of projects to SCAG.

This project was completed in record time -- 14 weeks -- under budget and with unanimous approval of the member agencies.

Irvine Development

 

Project
Irvine Business Complex Transportation Management Plan

Client
The City of Irvine

Summary
Rafiq & Associates, in conjunction with Transportation Management Services (TMS), prepared a Transportation Management Plan (TMP) for the Irvine Business Complex (IBC). The IBC, a 2,800-acre area with mixed land uses located at the western edge of the City of Irvine in central Orange County, is home to approximately 1,700 businesses, 74,000 employees, and 2,000 residents.

The IBC TMP was developed to ensure that travel demand does not exceed the trip generation rates that were used in the analysis of environmental effects of the area’s development plan.

Towards this goal, Rafiq & Associates and TMS:

  • identified transportation management measures that would keep travel demand below the levels set forth in the environmental analysis. Actual travel demand characteristics were used in this analysis,
  • recommended formation of a Transportation Management Association,
  • recommended ongoing monitoring of travel demand,
  • set contingency measures to be implemented if, and when, travel demand exceeds desired levels, and
  • established a process for keeping stakeholders involved with the TMP.

Arcadia

 

Project
Analysis of traffic study in Environmental Impact Report (EIR)

Client
The City of Arcadia

Summary
The Westfield Shoppingtown Expansion Environmental Impact Report analyzed the potential impacts associated with expansion and renovation of the City of Arcadia’s only regional mall. The proposed project consisted of a General Plan Amendment to allow the construction of a 600,000 square foot expansion to an existing Westfield Shoppingtown in the City of Arcadia. Rafiq & Associates reviewed the traffic study on the City’s behalf to ensure that the impacts of the project were fully analyzed and mitigated.

Transportation Analysis Development Review Manual

Client
The City of Irvine

Summary
Rafiq & Associates updated the City’s Transportation Analysis Development Review Manual. It contains current reference and design criteria used by the City staff to review traffic impacts of landuse development projects.

The intent of the manual is to streamline future work by providing a step-by-step procedure for a comprehensive review of land development plans ranging from amendments to the City’s General Plan, to evaluation of specific development proposals.

Review procedures are detailed for

  • pre-applications,
  • conditional use permits,
  • miscellaneous construction,
  • capital improvement projects,
  • tentative parcel maps,
  • master plans,
  • zone change and General Plan amendments,
  • traffic studies,
  • area studies,
  • shared parking analysis,
  • negative declarations, and
  • environmental impact reviews.
